You can only enchant items that have the title "enchantable..." before the name. Once you have obtained one of those items, you need reagents. Each reagent gives a different bonus, and each can only be applied to certain items. Check the item description to see what you can enchant with the reagent.
Another thing is, each item has only so many enchantable slots. For instance, a silver ring has four slots. If you have a reagent that takes up two slots, you only have two left, obviously. Higher quality items open up more enchantable slots for you to create truly epic equipment.
