You can get your first two teammates in Eirulan easily enough but the 4th teammate (if you'd like to get one as soon as possible) is located in the Pet Shop. If you have the gold to spend on a Pet (350-500 gold) as well as the 4th spot of your party (1,500 gold) you can recieve your 4th teammate to the team.
If you're not spending much of your money this can happen as soon as you hit the Elven Tomb or sometimes before hand.
