Every NPC with a orange exclamation mark above their head will link you to start a quest. Not all of these NPC's link it easily and some will ask you to que up a conversation before telling you what that quest may be.
You may even recieve the information you need through a conversation but the exclamation will remain over the NPC's head. Just make sure you talk to that NPC fully before moving on.
